Carmen Ciantar like any other top political appointee of her respective minister is not only employed to do executive government work but is also responsible for the implementation and of the political-public strategy of her boss when it comes to public policy. So, when the minister has a legislative item that he or she needs to table in parliament, the top official of the minister will ensure to bring as much support and stakeholders in favour of the legislative bill- this requires political strategy.
Indeed, the political strategy would have to be conjured by the Party and the meetings would have to be held by politicians but the top political appointees are supposed to be experts in the particular field they work on and thus, would be supposed to facilitate the smooth implementation and introduction of government policies and laws.
So, this is the textbook case of how the legislation on abortion would have been rolled-out if things went as they should be. The government on a cabinet-level or the Prime Minister decides on a policy and this policy is communicated with the Health Minister. The Health Minister would plan for its implementation. The top political appointee, in this case, Carmen Ciantar, would lay out the positions of the stakeholders to her boss, and present their weaknesses, their demands, and their strengths. She would have to explain the consequences of the tabling of such a law and model different alternatives. Then the Health Minister would go back to the Prime Minister or the Cabinet and decide on a plan. From that point on the top political appointee of the Health Minister would have to ensure the execution of the plan.
This is what happened in reality. Chris Fearne went to a cabinet meeting once with a legislative bill on abortion in response to the Andrea Prudente case and forced the discussion on the Prime Minister. Then the Prime Minister agreed in principle but said he wanted the support of the local medical community and the local doctors opposed it, so the Prime Minister shot down the original bill.
I would like to know what efforts Carmen Ciantar made to ensure the smooth and efficient application of Chris Fearne’s original law which has now been replaced with something completely different.
