OSCE Chairman and Minister of Foreign Affairs Ian Borg is on a Central Asian tour

Foreign Affairs Minister Ian Borg is traveling to Central Asia this week as OSCE Chairman. He will first meet with Kazakhstan President Kassym-Jomart Tokayev before continuing his trip to Tajikistan and Kyrgyzstan.

Kazakhstan views the Organisation for Security and Co-operation in Europe as a valuable window to the West, given that it is the only international organisation of which it is a member alongside European and Western states. Since 2019, under Tokayev’s Presidency, Kazakhstan has sought stronger relations with the West whilst reducing its economic dependence on Russia. The OSCE has historically supported efforts by the Kazakh government to democratise and improve its human rights record.

Kazakhstan is also a member of the Collective Security Treaty Organisation, a NATO-like international defence organisation for Russia and its previous Soviet states. In 2022 CSTO conducted a symbolic intervention in Kazakhstan as the government quelled local riots and protests. Armenia is quitting CSTO as the organisation failed to intervene on Armenia’s behalf against Azerbaijan over Nagorno-Karabakh.
