UK Prime Minister Keir Starmer has stated that he has no objection to Ukraine making use of long-range Storm Shadow missiles on Russian territory. This stance was also publicly declared by French President Emmanuel Macron earlier this year. Both France and the United Kingdom, which own and produce the Storm Shadow missile, have donated these missiles to Ukraine
However, UK Prime Minister Keir Starmer has also stated that the use of Storm Shadows by Ukraine on Russian territory is currently being vetoed by another “NATO ally”.
This veto is rather strange and irregular since the SCALP and Storm Shadow missile is a co-joint project between Britain and France and other NATO countries don’t own the rights for the missile. Unless Germany it is to blame, only the United States has such an extended form of leverage on the European NATO members.
During the NATO Summit, President Joe Biden said that Ukraine could strike targets in Russian territory with Western weapons on a case-by-case basis but refused to give any details.
