Budget 2025 Reactions: Malta Chamber criticises Budget 2025 as a missed opportunity for quality and sustainable growth

The Malta Chamber of Commerce, Enterprise, and Industry expressed disappointment with Budget 2025, highlighting its lack of substantive measures to promote sustainable growth, productivity, and long-term economic development. While acknowledging the government’s recognition of the need to prioritize quality over quantity, the Chamber criticised the budget as insufficient in addressing critical issues affecting Malta’s economic landscape and societal well-being.

This marks the third consecutive year that government initiatives have primarily focused on energy subsidies, pensioner support, and aid for vulnerable groups, alongside a long-awaited update to tax brackets–the first in over a decade. Although these measures provide immediate financial relief and incentivise consumer spending, the Chamber argues they fall short of fostering an environment that attracts investors or enhances Malta’s competitive edge.

“The budget incentivises consumption without adequately addressing productivity, competitiveness, or sustainable wealth generation,” the Chamber stated, underscoring the need for targeted investment in key areas such as value-added employment, industry-relevant skills, advanced digitalization, waste management, sustainable tourism, and critical infrastructure improvements. Other neglected areas included public infrastructure, environmental sustainability, and over-construction.

The Chamber commended the introduction of auto-enrollment for occupational pensions with an opt-out feature, noting the government’s move to match contributions for public-sector employees. However, it pointed out that private employers received no additional incentives to follow suit, potentially disadvantaging them in the labor market.

While acknowledging the budget’s identification of pressing issues like traffic congestion, overpopulation, and the adverse effects of over-construction on quality of life, the Chamber stressed the importance of long-term strategic planning. It urged the government to create a comprehensive economic plan with clearly defined milestones to address these challenges and enhance Malta’s global competitiveness.

The Malta Chamber concluded by calling for improved governance and long-overdue reforms in areas such as public procurement, which are essential for elevating standards of accountability, transparency, and productivity. Without a more visionary approach, it argued, Budget 2025 represents another lost opportunity to advance Malta’s economy in a sustainable, forward-looking direction.
