Complaints to the Ombudsman up by 11% in 2025

Complaints to the Ombudsman increased by up to 11% in 2025, with 625 complaints in total, according to the Ombudsman’s annual report. Ombudsman Judge Joseph Zammit McKeon submitted theannual  report to the Speaker of the House, Anġlu Farrugia.

A total of 575 complaints were successfully investigated and concluded, with 194 of these complaints, amounting to up to 34% of the total complaints concluded, decided in favour of the complainant. Of these, 172, or 89% of the resolved cases in favour of the complainant, were effectively resolved through the Ombudsman’s intervention, including through informal action, the implementation of recommendations, or resolution between parties.

The Ombudsman has also remarked that the government frequently ignored its good governance recommendations. In 2025, a total of 22 reports were sent to Parliament after recommendations made by the Ombudsman or the Commissioners were not accepted or implemented by the respective authorities.
