Residents have been evacuated from Seaview Apartments in Paceville following concerns over the condition of the building and the failure to carry out remedial works identified by experts.
The building, located in the heart of Paceville, is also home to a Burger King restaurant.
The Building and Construction Authority (BCA) reported the buildingโs condition to the police on Sunday and subsequently took the decision to evacuate residents following discussions with the relevant parties.
The decision followed a report by Professor Alex Torpiano, commissioned by third parties and submitted to the BCA, which concluded that the building should not be considered habitable due to a lack of maintenance by its owners and occupants.
The BCA and the Paceville Town Centre Management Committee had met with apartment and establishment owners in July 2025, when Professor Torpiano was appointed to assess the condition of the building.
His initial investigation had found that the building did not pose an immediate danger or risk to residents or third parties. However, the report identified a number of works that needed to be carried out immediately by the owners.
According to the BCA, those works had still not been completed a year later, while the condition of the building had continued to deteriorate.
The authority said the deterioration was particularly linked to sewage leaking into shafts within the building.
The BCA continued monitoring the situation and, in June 2026, reminded apartment owners of the need to reach an agreement and begin the necessary works and maintenance to mitigate the identified risks.
The authority said Professor Torpianoโs latest report attributed the risks and hazards identified within the building to years of inadequate maintenance.
The BCA also stressed that the issues were not related to construction works being carried out in the vicinity of the building.
The evacuation means residents have been required to leave their homes while the safety concerns surrounding the building are addressed.
