Owen “Bruno” Bonnici was the Justice Minister when Keith Schembri leaked a Magisterial decree to Yorgen Fenech

On the leak by Keith Schembri to Yorgen Fenech of the Magisterial decree about 17 Black, the person of interest to question about this leak is former Justice Minister Owen Bonnici, who would have been responsible for the justice infrastructure through which the Magisterial decree would have passed before it was published.

The Chief of Staff would not have had direct access to this infrastructure without first going through the relevant persons, namely the Justice Minister. This is because protocol dictates that the Chief of Staff gives orders to the chain of command directly below him — to government ministers — and does not directly micromanage the functionaries and technicians within the ministries.

An inquiry into this leak by the Police was never opened.
