The Minister for Culture and National Heritage, Owen Bonnici has a long history of abetting and covering up for organised crime in politics as Justice Minister. He was the Justice Minister when Attorney-General Peter Grech, under his direct control, encouraged the police not to investigate Joseph Muscat’s corrupt accounts of Nexia BT. Today, he is mostly busy dishing out public contracts as rewards to Labour activists and supporters.
With a long history of failures, scandals, and controversies, Owen Bonnici can only get elected by having his whole Ministry and secretariat dedicated to his re-election. So, instead of staffing the culture ministry and its secretariat with experienced managers or professionals from the culture industries, he has staffed his ministry with Labour activists who are working full-time for his re-election.
