Ramon Deguara has been passed over for his promotion as permanent secretary to Home Affairs

As soon as Emanuel Psaila resigned as permanent secretary of the Ministry of Home Affairs, Ramon Deguara who is head of Cleansing Division was quickly nominated by the OPM for his replacement. Now, after internal opposition by people inside the Ministry of Home Affair, Ramon Deguara will not be appointed as PS and so far, Joyce Dimech, the PS of the Ministry of Culture is taking on the role on an interim basis.

The result of this situation is that the Ministry of Home Affairs is basically, stalled and no approvals can be granted for major decisions and large contracts until the new PS enters office. A PS is by the nature of the role overburdened with work most of the time, so being a PS of two distinct ministries, one of which is relatively large, leads to severe congestion in the bureaucratic system. This is only adding to the current dysfunction in the authorities and the justice system.

Another problem is that Labour is finding it very hard to find someone whom they can trust for this role because they would have no problem in finding competent people if they tried.
