Before becoming known as the corrupt bureaucrat that he is, Frank Fabri was known in the Labour Party as a two-faced opportunist for selling out his political campaign in exchange for a job promotion at the Ministry of Education. On the eve of the 2008 elections, Frank Fabri climbed on the stage of a political event organised by his political team and announced that he would be renouncing his candidature because the Ministry of Education promoted him to director. His canvassers were left stunned and oblivious.
Eventually, he found himself as Evarist Bartolo’s teacher’s pet having been appointed as Permanent Secretary of the Ministry of Education. His track record was horrible, and despite Varist’s obsession with him, Frabri turned out to be one of the most useless and incompetent permanent secretaries that the Ministry of Education ever had. To compensate for his incompetence, inexperience, and outright idiocy, Frank Fabri did political favours to his masters
He has now, been appointed as CEO of the Aquatic Resources entity at the Ministry of Fisheries. The Minister for Education, Clifton Grima seems to have finally got rid of him – they grew an enmity between each other when Clifton Grima was still Parliamentary Secretary for Youths and Sports.
Eventually, Frank Fabri had to resign as Permanent Secretary to the Ministry of Education after he gave an illegal contract to the Minister’s boyfriend. He was rehabilitated as a general manager at the Institute of Tourism and is now given a new promotion. Frank Fabri was even touted to become Principal Permanent Secretary after Mario Cutajar, but those dreams faded when he had to resign in shame as Permanent Secretary to the Ministry of Education.
Frank Fabri is not a unique case, of course, he’s just a textbook example of the many incompetent criminals that are being used to run the state, the government, and its entities.
