UPDATED: Bank of Valletta has released a press statement saying that the report by The Moscow Times is fake and is based on a forged document. The bank never opened an account for Andrey Belousov and neither was it in correspondence with him over opening one.
I have also spoken to a bank official who confirmed this fact.
Andrey Belousov is not a Maltese citizen and did not buy a Maltese passport.

The Moscow Times has reported that Andrey Belousov, the new Russian Minister of Defense had a bank a account with Bank of Valletta in which he deposited ย600,000 in 2018. He also had a villa in Italy which he sold on an urgent basis. The report also states that the journalists have seen Belousov’s KYC and source of funds submissions to BOV.
He does not appear to be in the list of Russians who bought a Maltese passport, but further confirmations need to be made.
Andrey Belousov, previously a Deputy Prime-Minister, is replacing Sergei Shoigu who has now been appointed Secretary of the Russian Security Council.
