As if it is not obvious enough by now, Minister for Education Clifton Grima is not fully in control either of the last remaining politically appointed rabble or of his own bureaucratic devices. Usually, when this happens, OPM bureaucrats increasingly take over your major decisions even up to a policy-level.
So, the case of the MUT’s agreement fiasco is also attributed to Joyce Cassar, the bureaucrat who is the equivalent of the HR manager of the government, whose boss is the Prime Minister. Weak bureaucrats usually are behold to a host of other OPM bureaucrats who are completely unfit for purpose and have also directly been participatory to the current cheap-labour economy of today – especially by employing excessively number of people with the government, keeping salaries and wages low, at the expense of the private industry that is compelled to turn to Third-country nations for employees. The prime-example bureaucrat who is in this mess is Police Commissioner Angelo Gafa where salaries and overtime payments at the Police Force are more Burger King Standard for the kind of work that the Police need to do today.
If my memory serves me well, Valentina Fyorh Attard, who is here defending the agreement proposed by the Ministry of Education is actually her daughter.
