Police Superintendent James Grech is retiring from his job with an interesting story behind him. Superintendent Grech had taken up the investigation of the Standards Commissioner on Justyne Caruana and Frank Fabri after it was concluded. The Standards Commissioner had referred his inquiry to the Police and concluded that the subjects were to be criminally investigated.
James Grech didn’t work on Justyne Caruana and Frank Fabri’s file and shelved the case until the charges against them became prescribed. As a result, Justyne Caruana and Fabri were let off the hook and they have none other but James Grech to thank for this.
Strangely enough, however, James Grech made a request to Inquiring Magistrate Gabriella Vella for an arrest warrant of Joseph Muscat in response to the conclusions drawn up by her inquiry on the Vitals and Steward deals. The arrest warrant was approved by the Magistrate, but Police Commissioner Angelo Gafa told James Grech not to execute it.
I suspect that James Grech’s story is a typical story of the subordinate who wasn’t allowed to do the right thing, compromised with his superiors and finally felt guilty and took the right action, at the end of his career when it was safe for him to do so.
In any case, James Grech has many things that can reveal which are in the public interest.
