Yorgen Fenech was under strict surveillance during Alex Dalli’s leadership of the prison, but following the appointment of new prison chiefs, he began experiencing increasing liberties, including somehow expanding his wheeling and dealing and making payments to others. There are even some official reports that cite this newfound propensity for freedom.

The prison is currently in a dysfunctional state due to nepotism, mismanagement, and other issues similar to those causing dysfunction within the police force. Robert Abela wants his own people to solve it.
