Paying off government largesse with income tax

Despite receiving annual tax returns confirming that everything is paid, they still send these outdated demands. It may be a game to some, but it could potentially bring in millions for the government from those who comply out of fear.
    What is the point Minister of issuing cheques, only to follow up with registered letters threatening court action if payment isn’t made within 30 days ?
