This is Silvio Scerri’s sprawling ODZ development in Żejtun which may very well be illegal. He is applying to expand this “agricultural room” but the expansion happened already and he is trying to legalise it retroactively. The area has been developed since 2021 with the photos of the development below. The “agricultural room” is actually a sprawling complex.

Silvio Scerri is doing this development project under the name of his girlfriend Gabriella Agius, who also happens to be the executive secretary of the Valletta local council.
