Malta’s natural landscape is threatened by another controversial development project. This project, proposed by Charles Polidano (iċ-Ċaqnu), will be on ODZ (Outside Development Zone) land in the heart of Xemxija nature, an area that should be protected from any form of urbanisation.
The next two days are crucial for the public to make their voices heard about this project that could destroy an important area of agricultural land and natural habitat. Therefore, now is the moment for everyone to take action to protect what is left of our natural environment. The project, which has been causing controversy since it was proposed, has raised strong resistance from environmental groups and residents in the surrounding area.
Approving this project would undermine the Planning Authority’s responsibility to protect Malta’s ODZ areas. This is not just an environmental issue; it is also a question about the rights of the community and about how we look after our future as a country.
What is proposed?
Proposed 42 residential units on top of the existing built areas. Garages within the current car park levels, an additional car park level above the existing and a pedestrian link that connects the bypass to the shore. Pools and services at roof level are also being proposed.
The plan envisages development in an area outside the limits of development (ODZ), where land that has so far been reserved for agriculture and nature conservation may end up being built on in an irreversible way. Various NGOs have warned about the devastating impacts that such projects can have on the biodiversity of the island and on the quality of life of the residents.
Negative Impacts on the Environment and the Community
This proposed development in a sensitive area like Xemxija could have several negative effects on the environment and the community. Here are some of the consequences that experts and organisations are warning about:
1. Destruction of the Natural Habitat
The project could lead to irreparable destruction of the habitat for various species of flora and fauna found in this area. The island’s ecological system, already threatened by excessive urbanisation, needs protection, not more invasive development.
2. Impact on Residents’ Lives
Local residents are expressing serious concern about the increase in noise, traffic, and congestion that this project may bring. In addition, the building can change forever the natural aesthetics of Xemxija, and threaten the cultural and historical value of the area.
3. Dangerous Precedent for Odz
If this project is approved, a dangerous precedent could be created that would make it easier for developers to enter other ODZs in Malta. This means that land that until now was considered untouchable for building can be considered a “valid option” for future development.
This is not only an attack on our natural heritage, but also on the right of the Maltese community to enjoy spaces free from buildings. Everyone should do their part to resist this kind of unscrupulous development. Areas like Xemxija should be treated as national treasures. ODZ land is not for sale or development, but for conservation.
