Moviment Graffitti calls on Planning Authority to reject controversial Ta’ Qali mega development

NGO and pressure group Moviment Graffitti is calling on the Planning Authority to reject a major development proposal set to be discussed this Thursday, 5th June at 10am. The application in question – PA/676/22 – seeks to transform a substantial portion of open land in Ta’ Qali into a sprawling commercial complex. According to the Planning Authority’s case officer, the project is being recommended for refusal.

While the Ta’ Qali Action Plan permits certain sports-related developments in the area, the proposal is being criticised for its scale and commercial intensity. Plans include a four-storey hotel, shops, restaurants, and extensive private sports facilities – among them a full-size rugby pitch, two football pitches, a sprint track, tennis and padel courts, and an indoor sports complex.

Moviment Graffitti argues that such a large-scale project is completely out of proportion with the area’s intended use and will lead to serious environmental and social consequences. The site falls within an Outside Development Zone (ODZ), and the group warns that the project would destroy open green space, damage nearby protected natural areas, and reduce the quality of life for residents in surrounding localities.

“In a country like Malta, where land is incredibly scarce, proposals of this scale should not even be up for consideration,” the NGO stated, urging the Planning Authority to take a strong stance against what it views as an unsustainable and harmful development.

The final decision will be made by the Planning Board during its public meeting on Thursday.
