What are the PN leadership candidates saying about Malta’s housing crisis?

Malta’s major social and economic issue is the housing crisis which is pricing out young people from the property market as property prices in Malta keep soaring. Both of the PN leadership candidates, Adrian Delia and Alex Borg have made comments on the housing crisis.

Adrian Delia is proposing a database of empty properties powered by AI. Supposedly this database will identify vacant properties which can be released to the market or made available to property buyers. You can read his proposals here. in his article Adrian Delia referred to a census which can be found here. Politicians should also stop adding the term “AI” to anything they propose because by now it’s just a buzzword

On the other hand, Alex Borg is proposing a set of measures similar to the ones already being issued by he Labour government and these include subsidising the property purchase of first-time buyers. You can find his proposals here.

None of them are proposing to address the housing crisis via planning and development solutions that address the housing stock. Empty buildings are not necessarily buildings that have been abandoned – many of these buildings are owned by private proprietors and the government can’t legally force these people to sell or rent out their property. In addition, further incentives will only keep raising housing prices, ultimately making the problem worse in the long-run.

No one in politics seems to be prepared to take decisive and strategic action with regard to the housing crisis, just like no one has ever had the courage to disrupt daily life and build a metro-line to alleviate long-term traffic problems.

Introducing a tax on vacant property will do the trick to get those properties on the market. Moreover, units (apartments) in development projects which are for sale for say more than 18 months, should also be taxed. Property developers should start building projects according to the market needs and not to speculate hoping some foreigner or money-launderer buys their overpriced property. Taxing vacant/unsold properties will make the seller lower the price to a more reasonable level. Moreover, first time buyers and mortgages on the main residence should benefit from tax credits, thus allowing borrowers more purchasing power. Does any politician ever considered this option? One other area I wish that will someday be addressed is the ratio of garages to apartments in projects. There are loopholes whereby projects are allowed to have less garages than apartments against a payment of a one-time fee. This is absurd. A development should have enough garages to match the number of apartments. I also can’t stand the inclusion of a commercial floor in blocks built in a residential area. Why do we need all the commercial area and then sacrifice garage space. Maybe Dr Musumeci the konsulent/perit/dottore can enlighten us on these points.

Hadd ma jigi jikmandani x naghmel bil propjeta tieghi nista nhalliha vojta kemm irrid.! Tghid ma mmurx nghaddiha lil l izviluppatur biex npaxxih bl iskuza ta l ekonomija! U prosit Mark…it tnejn li huma paroli fil vojt f dal qasam li l unika skop taghhom hu li jghinu l izviluppatur ikompli jibni w l prezzijiet ikomplu jgholew!

Argument bla sens. Qisek qed tghid ma rridx inhallas taxxa ghax “Hadd ma jigi jikmandani x naghmel bil flus li naqla”

Nerga nghidlek l propjeta tieghi naghmel bija l irrid u ma jigiex l gvern jiddettali x ghandi naghmel bija jewaghar jehodieli. Naqbel mieghek li min jiflah jixtri l propjeta jigi intaxxat. Ghax mal gvern dawn huma n-nies li qed jghollu l-prezzijiet tal propjeta.

Ganni ma qallekx illi gvern ha jghidlek xtghamel bil propjeta tieghek izda il gvern huwa responsabli ghall ekonomija tal pajjiz. Jekk grupp sostanzjali ta persuni jghagixxu b moghod illi l ghagir taghhom ikollok effet negattiv fuq l ekonomija il gvern ghandu l obligu illi jindirizza is sitwazjoni.

F’dan il kas jekk ammont kbir ta sidien ihallu l propjeta vojta ghall moghod spekulattiv illi komplessivament ineffah il prezzijiet tal bini dan meqjus bhala “hoarding” illi l effett tieghu jista jkunu tnejn:

        1. Il prezijiet jigu minfuhin tant illi fl ahhar jinfaqqa u l ekonomija taqa tant illi jintilfu hafna impjiegi

        2. il prezijiet jgholew tant illi wisq mill flus tal poplu imur biex jiffinanzja l post taghhom fejn joqodu li ma jhallix biz zejjed ghall kummerc iehor.

Li qal Ganni huwa korrett. Dawk illi qied juzaw il bini biex ireknu gidom qied jghamlu hsara il bqija tal poplu. Minghajr fiducja fl ekonomija li qiedin oreknu ma jiswa xejn. Wahda trid l ohra.

Il gvern biss jista jikkontrolla u jtaffi iz zewgt nahat billi juza sistemi bhal taxxa u ligijiet.

Kollox bl iskuza ta l ekonomija ghax kollox tibilghu! Dari nhalliha vojta kemm irrid u hadd ma jiddettali x ghandi naghmel biha. Tghid ma mmurx nghaddiha lil lizviluppatur halli jdahhal l miljuni min fuq dari w jibni kruha ta’ blokka!! L gvern ghandu jintaxxa bil kbir lir- rghiba li qed jixtru l appartamenti biex jikruhom! Lil dawk ghandu jintaxxa w mhux jghinhom jixtru l propjeta ghax dawn qed jaghmlu tajjeb ghaz zieda tal-prezzijiet. Imma huma jghinuhom ghax qed jissalvagwardjaw l interessi taghhom!!

An incremental property tax is the only solution. The more property you own, the higher the tax you pay. This is what will finally give a lifeline to the first time buyer while competing with the multi-millionaire already owning 40 properties.

I agree. Through appropriate software the government can easily identify individuals who, directly or indirectly, own multiple properties.

  3. This will only envourage laziness! Tax the enerprising to subsidize the wasteful!
