The Maltese Herald has obtained a copy of a secretive collective agreement signed between the Institute of Tourism Studies and the Malta Union of Teachers in June of this year. The Collective Agreement is currently subject to a controversy and a court case by the Union of Professional Educators over clauses (38 – 40) that prohibit any industrial action in the institute other than that by the MUT.

The Institute of Tourism Studies falls under the Ministry of Tourism and not the Ministry of Education, however the way the agreement was signed is similar to other collective agreements by the Ministry of Education whereby the Ministry tries to avoid any future industrial action by other trade unions.ย The Union of Professional Educators are claiming that this discriminates against their right to operate as a trade union.
The agreement sets salaries for the lowest grade of lecturers, Assistant lecturers at โฌ34,187 in 2023 climbing up to โฌ39,587 yearly by 2027. The highest grade, that of Principal Lecturer starts at โฌ49,700 in 2023 to โฌ55,900 yearly by 2027. An annual academic supplement of โฌ3000 to โฌ5000 is also paid in addition to work resources that cost up to โฌ2800. On the other hand, Learning Associates will have their salaries starting from โฌ23,953 from 2023 yearly to โฌ27,500 annually by 2027, and for the highest grade starting from โฌ29,200 in 2023 and โฌ35,600 by 2027. Learning Associates also have additional supplements.
The agreement including the salaries have been backdated.
