PN leader Alex Borg confirms Shadow Cabinet – Adrian Delia to switch from Health to Finance

Opposition Leader Alex Borg has announced an updated Shadow Cabinet, which will serve as the Partit Nazzjonalista’s team responsible for scrutinising the government and presenting alternative policies.

The reshuffle brings only minor changes, with most portfolios remaining the same. However, one notable adjustment sees Adrian Delia, who had previously been Shadow Minister for Health and was Borg’s main leadership contender earlier this year, taking on the Finance portfolio, signalling the party’s focus on economic and fiscal matters ahead of the coming months.

Other changes include Joe Giglio taking over Justice from Karol Aquilina who has been moved to a new portfolio shadowing Public Administration and Efficiency.

“This Shadow Cabinet is not just about assigning portfolios, but about preparing a team ready to work on practical, long-term solutions for Malta and Gozo. It reflects our commitment to responsible leadership and to providing the public with a serious alternative,” Borg said during the announcement.

A steady structure with minimal changes

The overall structure of the Shadow Cabinet remains largely unchanged, providing continuity in the party’s approach to key policy areas such as health, justice, and the environment.

The shift of Adrian Delia to the Finance portfolio is being viewed as a strategic move to strengthen the party’s economic credentials, while Stephen Spiteri now assumes full responsibility for the Health portfolio.

Borg said the line-up reflects a balance between continuity and renewal:

“This team is focused on accountability and forward-looking policies. While most portfolios remain the same to ensure consistency, we have made some strategic changes to strengthen our ability to address the country’s current challenges.”
