EU and Greece oppose Haftar and Turkey deal over maritime borders

Earlier today, Khalifa Haftar’s rump House of Representatives in Benghazi, unanimously approved the 2019 Memorandum of Understanding (MoU) with Turkey on the delimitation of maritime jurisdiction areas in the Mediterranean Sea. It also repealed its 2020 resolutions rejecting the deal and severing political ties with Ankara.

The agreement is being opposed by Greece which is contesting Turkey’s claims. The EU is strongly contesting the claims. A joint statement issued by EU Commission President Ursula von der Leye and Council President Antonio Costa condemned for infringing on the rights of third-party states. The joitn statement is as following:

“We deeply regret the ratification today by the Libyan Parliament of the so-called Libyan-Türkiye Memorandum of Understanding on the delimitation of maritime jurisdictions in the Mediterranean Sea. We recall that the EU’s position on this matter was clearly stated by the European Council in 2019 and remains unchanged. This agreement infringes upon the sovereign rights of third states, it does not comply with the Law of the Sea, and is null and void. We reaffirm our solidarity with Greece and Cyprus. We reiterate the EU’s well known position against any outside interference in Libya.”

Tripoli is also supporting the deal. Earlier today, Libyan Prime Minister Abdulhamid Dbeibah met with İbrahim Kalın, head of Turkey’s National Intelligence Organization (MIT), in Tripoli. According to the Libyan News Agency, the meeting addressed political and security developments in Libya, regional challenges and cooperation on irregular migration involving Libya, Turkey, Italy and Qatar.
