A dog locked on a balcony in Qawra, living in its own filth, was rescued by the Animal Welfare Directorate only five days after the initial complaint was filed and following a public outcry on social media. Animal activists are also reporting that initial reports were made months ago.
Animal rights activists argue that the Directorate should intervene proactively rather than act only after cases attract public attention online. They are calling for fundamental changes to the way the Directorate operates.
The Animal Welfare Directorate has long faced reports of nepotism and dysfunction with the Labour government using it as a means to provide jobs to its supporters. The former Animal Commissioner is now a Labour MP.
The case also recalls the Sciacca case in Sicily, in which a dog and her puppies were left on a rooftop for days without water, food or shade. Most of the puppies died of heatstroke before the mother and her surviving puppy were rescued. The owner was subsequently taken to court over neglect.
