Malta is currently chairing the Organisation for Security and Co-operation in Europe only because it was asked by several high-profile members such as the US and France to take over the chair. Initially, Malta had not solicited this role because the chair also comes at the member state’s own expense, and frankly, it is not an opportunity to relish.
The OSCE is a deadbeat organisation because there is no meaningful cooperation with Russia and Belarus, so it may as well disband. The point of the OSCE is to build bridges between Europe and Russia and Europe currently needs to do the opposite. In addition, European member states barely cooperate on policing matters, so the OSCE’s grandiose aims, are in reality more of a political vanity project than something materially achievable.
In any case, Malta is doing a big favour to its Western allies chairing the organisation, keeping its formalities going, and saying no would have been “undiplomatic”.
