Alfred Camilleri refused to sign contracts with Steward, advised against the contracts, and referred the contracts to previous State Advocate Victoria Buttigieg

In what seems to be the biggest story this week on the Vitals and Steward case that will probably haunt the Vitals and Steward case is the fact that the current Attorney-General Victoria Buttigieg was present in meetings with ex-Permanent Secretary of Finance Alfred Camilleri and other permanent secretaries over the concessions granted to Steward. She was present as the State Advocate. Basically, this means that the whole case is jeapordised by the Attorney-General’s conflict of interest.

Attorney-General Victoria Buttigieg has sent a reply to The Times of Malta, lying blatantly and in writing that she was neither involved in the meetings nor was she ever asked for legal advice. This is a gross lie. Evidence will be presented in court that will disprove her lies and most probably jeapordise the whole case. This is exactly what Victoria Buttigieg and the Prime Minister want.

Alfred Camilleri refused to sign the Steward concession and advised against them. He also advised against various concession agreements which had to be renegotiated after he opposed the agreements. Eventually, the State Advocate was roped in to give legal clearance. The State Advocate at that time was Victoria Buttigieg. The Chief of Staff of Edward Scicluna, Paul Debattista berated Alfred Camilleri for refusing to sign as he tried to shift responsibility from the Minister unto Alfred Camilleri.

At this point, the intentions of the Attorney-General in sabotaging the case are very clear, and it is also in her interest given that she, supposedly is being charged along with Alfred Camilleri and others who are accused of abetting these fraudulent contracts.

This is also the first time in years that the Attorney-General has sent a statement to the press. She is genuinely worried and stressed, and that is why she was prompted to send a reply which is very unusual of her. Her unusual behaviour will increase in the coming weeks as her stress accumulates. Not only she is unfit for purpose, criminal, devious and deceptive, she is also going nuts, lying blatantly and in writing.

Our position (this website and my team) has always been the same. We don’t just believe, but we know for a fact, that Alfred Camilleri was one of the most dedicated, competent, selfless civil-servants the Maltese State has ever had. He has a stellar career untainted by corruption and rent-seeking, has contributed massively to keeping the public budget stable and sustainable, and single-handedly led Malta out of the FATF’s Grey List. We salute him and offer our full support during these hard times.

    It’s fair making a claim that some permanent secretaries had a distinguished career, but until when can this statement be claimed? The turning point was when all ‘Permanent’ Secretaries were kicked out like in a firing line in 2013, with those very few that were retained fitting better a ‘person of trust’ profile as opposed that of a top ranking Public Administration official. Over the past 11 years Permanent Secretaries acted more as political appointees than rigorous competent professionals. The purpose was clear from day one and if everyone else with an IQ score of 80 or more picked this up, then it should have been even clearer for such individuals to figure out the lawlessness and misconduct that they were directly participating in. Pushing a paper here and there for signature is no consolation. The Permanent Secretary responsible for finance should be held accountable for all finances.

    It’s unfortunate to note that such individuals like A Camilleri were not bold enough to stand up firm and say NO when their role was specifically that of shielding public funds and ensure proper use. Surely enough this logic does not apply to the newly handpicked Permanent Secretaries the likes R Mizzi or J Rapa, who were involved directly in all projects were dense crime is now proving to have been prevailing and ongoing.

    1. Alfred Camilleri was irreplaceable, and there is no one in the civil-service who has his level of competence and expertise. His job is the most technical in the government. The current PS of Finances is just a figment compared to his predecessor.

    Fully Agree. I had dealings with Alfred Camilleri in the past and he always came across as an honorable and professional person. It is tragic to see him implicated in this mess and I hope that he is proven to be innocent and that the real rats get what they deserve.

    I have personally had the occasion to notice what a comedian Paul Debattista is; most definitely fit, though, to be chief advisor of Edward Scicluna, the classic useful fool as people like him are referred to in micro politics

    Permanent secretaries are meant to stay on, just like Mr Camilleri did. They?re supposed to be career officials not political appointees.
