Ċensu Bugeja didn’t have this authority, of course, but it only shows how much Mintoff esteemed and thought of him. He was the only person in Mintoff’s correspondence that he actually looked up to in this manner.
Also, Mintoff complained for days on end about Bugeja’s failure of fixing a meeting despite telling him that he knew it wasn’t necessary possible.
