In order for the Office of the Prime Minister to strategically place its loyal activists in strategic positions in the State structure, the OPM needs a Party man who can identify and allocate these individuals accordingly. This kind of work at the OPM is not made by the civil-service structure which is also occupied by Labour Party loyalists such as Joyce Cassar and Tony Sultana.
Allocating Labour Party loyalists to the State infrastructure is made by political personnel and namely Aleander Balzan, OPM communications, who does scouting, and Glenn Micallef, Robert Abela’s Chief of staff, who identifies candidates and allocates them accordingly with the approval of Robert Abela himself. Aleander Balzan and Glenn Micallef are both old-time Party activists and loyalists who have a very wide knowledge of the individuals involved with the Labour Party.
