Colonel Etienne Scicluna to become Prison Chief

Colonel Etienne Scicluna of Maritime Squadron of the Armed Forces will be appointed Prison CEO replacing Chris Siegersma.

Chris Siegersma is being replaced following a scandal involving one of his officials hosting a meeting with a businessman and Yorgen Fenech in her office. Svetlana Muscat is currently under Police investigation and is under forced leave.

Colonel Etienne Scicluna is also a first cousin to Foreign Affairs Minister Ian Borg.

Another connected appointment it seems, the trough at the castille must be out growing the floor space? You can hear them gorging anytime you go near the building.

The fact that Col Scicluna is related in the indirect line to Minister Borg may not be a problem. What is definitely a problem is the repeated changes at the head of the CCF — Dalli, Brincau, Siegersma and now Scicluna in the space of under four years. How does the Government expect the CCF to plan long-term, to inspire the staff (both uniformed and civilians) with these constant changes and scandals at the top? Were Scicluna’s predecessors, and now Scicluna, properly scanned and assessed to ensure that they are temperamentally and psychologically suited for such a delicate post? What previous experience did they have in running a correctional facility or similar closed and ‘total institution’, including knowledge of the latest trends in penology and criminology? If they did not, were they given such training or exposure before before being thrust into the top post? It is, of course, no excuse that in the past, well before Dalli, things were done in this haphazard, happy-go-lucky manner by, for instance, having a senior police officer temporarily transferred to prison until he had had enough.
When will we grow up administration-wise and start taking the prisons seriously?
