Oh, but they do care. About the wrong things, though.
They care about their job titles, posing, going to conferences, feeling important, impressing their girl- and boy-friends, making money on the job while making money on the side, driving a get-out-of-my-way SUV, getting a permit to develop some ugly building, and partying at overpriced MedAsia venues while in search of someone who looks better than their wife because the dorks missed out on having fun in their youth and never had much sense of morality to start with.
People in Malta do not work for public entities out of a sense of duty towards the public. The ignoramuses who would not survive a day in an open market are there because they ingratiated themselves towards someone in power, and grovelling has earned them power in return. Now they lord it over the actual hard-working people of the country (including many third-country-national immigrants) and are so delirious that they genuinely think they deserve praise for holding important-sounding job titles and pushing people around.
Malta is practically governed and run by cartoon villains.
