The Maltese Herald obtained a copy of the collective agreement signed between the government and the major trade unions. You can download a copy here. The agreement was kept secret from the public and also from the employees that it concerned. It’s also under this administration that public collective agreements have stopped from being published. The collective agreement with the Malta Union of Teachers was also kept hidden from the public until it was published here.
The collective agreement is signed by Malta’s major trade unions including General Workers’ Union and Unjoni Ħaddiema Magħqudin along with some other trade unions representing specific professionals. However, not all unions are included in the agreement, and since industrial action is permitted only by the unions that signed it, the agreement may face challenges from trade unions that were not signatories.
The new salary scales are also annexed. The medium-range salary scales seem to have had the highest increase along the years with the lowest and the highest ranks receiving, relatively, the lowest increases.
