This description by Jon Mallia about the state of Malta’s academics is excellent.

Academics at the University of Malt are paid a salary from public funds, and even given job security. They also spend their free time conducting consultancy work even for the government itself. Yet, despite having all of these financial benefits, they are missing in the national discourse and are silent about the wrongdoings of the government. Jon Mallia adds that it is as if they have been bought by the government.

I would also add that job security at the University of Malta has stifled productivity, competition and innovation especially when considering the very low research output and the lack of any financial gains the university generates other than student fees.
