Architect Joe Cassar in secret discussions with the government to return marina-front concessions to the government

The personal architect of the Prime Minister, and the previous Skanska architect, Joe Cassar, is in discussions with his client, the Prime Minister, to hand over the marina-front concession owned by the Cottonera Waterfront Group (PLC) back to the government. Joe Cassar is acting as a director and representatives to the consortium which includes among the shareholders, the Vasasllo Group, Hal Mann, Alberta Projects, Blokrete and even Edward Scicluna.

Blokrete was the major cement and concrete supplier to Skanska over the Mater Dei project. Joseph Muscat has consistently protected them over this scandal.

So, essentially, the Prime Minister is engaged in secret negotiations with those responsible for the weak concrete used in the Mater Dei project over the Birgu waterfront, while his MPs invoke Skanska merely as a rhetorical distraction.

The Cottonera Waterfront Group built luxury apartments in the Birgu waterfront and had a concession over the yacht marine in front of Fort Saint Angelo. The concession for the marina is now being negotiated back to the government in secret talks. Dom Mintoff brought down the Labour government over the the Cottonera waterfront project.
