More than half of EU enterprises used paid cloud computing services in 2025, according to new EU data. Across the bloc, 52.7% of businesses paid for cloud services such as online software, data storage and computing power. This marks an increase of 7.4 percentage points compared to 2023 and a significant rise from 17.8% in 2014.
Malta ranked among the top three EU countries for cloud adoption. In 2025, 74.9% of Maltese enterprises used paid cloud services, placing Malta behind only Finland (79.2%) and Italy (75.6%). The result highlights Maltaโs strong performance in digital uptake by businesses.
At the lower end of the scale, fewer than a quarter of enterprises in Romania (24.9%), Greece (24.3%) and Bulgaria (17.8%) used paid cloud computing services.
Between 2023 and 2025, most EU countries recorded growth in cloud usage, with the largest increases seen in Lithuania, Italy and France. While Maltaโs growth was smaller, its usage level remained among the highest in the EU.
The most common uses of cloud services in 2025 were e-mail (85.2%), office software (71.7%) and file storage (71.5%). Many enterprises also used cloud-based security, accounting and database hosting, showing how cloud computing has become central to daily business operations across the EU, including in Malta.
