The money-laundering wife of ex-Prime Minister Joseph Muscat, Michelle Muscat, is getting preferential treatment over her NGO, namely the Marigold Foundation and the National Alliance for Rare Diseases. These two NGOs, which keep refusing to publish their accounts and disclose their financing, have been awarded a number of public sector employees to work for Michelle Muscat’s NGO’s on the public payroll.
The government can second public employees to NGOs but each NGO is allowed up to one public sector employee. Michelle Muscat’s NGOs breached public regulations when the Marigold Foundation was awarded two employees and the National Alliance for Rare Diseases Support Malta was awarded three employees.
Note that the Standards Commissioner said that he did not find evidence that the Prime Minister was involved in these irregularities, however the Standards Commissioner seems to bring all the excuses in the world to avoid investigating the Prime Minister. Such irregular discrepancies can only be approved by the Prime Minister. However, the executor of these irregularities is the Minister responsible for NGOs, who is Julia Farrugia Portelli. Obviously, she should be held accountable for her actions but we all know that this is not going to happen.
Joseph and Michelle Muscat have ample of funds available despite supposedly having Joseph Muscat’s frozen and they regularly travel abroad.
