Following last week’s report in this news portal where it was indicated that there was a tug of war for the position of AIMS CEO, the Maltese Herald can exclusively confirm that Jean Claude Micallef will be appointed CEO of the Authority for Integrity of Maltese Sport (AIMS) in the coming days.
The position was created after the original AIMS CEO, Luciano Busuttil departed abruptly only a few months into his tenure. Sources told The Maltese Herald that this was due to friction between the former Labour MP and Sport Malta Chairman and the authority’s board.
As reported earlier, there was a seeming tug of war between Prime Minister Robert Abela’s hand picked nomination for the post, Micallef and the board’s preferred candidate, Ryan Borg. Borg happens to be a former Chief of Staff of Education Minister Clifton Grima and currently occupies a senior management position at the authority.
However it seems that the Prime Minister’s choice will prevail and that Micallef will be appointed in the coming days.
Jean Claude Micallef was a Labour MP between December 2019 and March 2022 when he failed to get re-elected from the Third District. Micallef was part of the committee which eventually created the Malta Premier League out of the Premier League Clubs Standing committee. It had been erroneously reported in other media that Micallef was in the running for the post of Chairman of the MPL which eventually went to former Prime Minister Joseph Muscat.
Background on the AIMS
The Authority for Integrity in Maltese Sport (AIMS) is a national regulatory body established to safeguard the integrity and fairness of sports in Malta. It operates as part of the government’s broader efforts to promote clean and ethical sports practices while fostering a safe and inclusive environment for athletes, officials, and sports organizations.
Foundation and Purpose
AIMS was established in response to increasing global concerns about threats to sports integrity, including match-fixing, doping, corruption, and other unethical practices. Its creation aligns with Malta’s commitment to upholding international standards, as stipulated by agreements such as the Council of Europe’s Convention on the Manipulation of Sports Competitions (Macolin Convention).
The authority’s mandate is to ensure that all sports activities in Malta are conducted transparently, ethically, and free from malpractice.
Key Roles and Responsibilities
- Safeguarding Integrity:
AIMS is responsible for monitoring and addressing threats such as match-fixing, illegal betting, and other forms of corruption. It works closely with sports federations, law enforcement agencies, and international organizations to investigate suspicious activities. - Anti-Doping Measures:
AIMS enforces anti-doping regulations and ensures that athletes adhere to strict testing and compliance procedures. It promotes awareness and education about the dangers of doping and the importance of clean competition. - Education and Outreach:
The authority conducts workshops, seminars, and campaigns aimed at educating athletes, coaches, and administrators about the importance of integrity in sports. - Policy Development:
AIMS develops policies and guidelines that set the framework for ethical behavior in sports. It advises the Maltese government on sports-related legislation and ensures compliance with international standards. - Collaboration with International Bodies:
AIMS maintains active partnerships with organizations such as the World Anti-Doping Agency (WADA), Interpol, and the European Union to address cross-border issues and uphold best practices.
Notable Achievements and Initiatives
- Match-Fixing Prevention Programs:
AIMS has implemented measures to monitor betting patterns and other activities that might indicate match manipulation, enhancing transparency and accountability within Maltese sports. - Education Campaigns:
The authority regularly runs programs targeting athletes and stakeholders at all levels, promoting integrity and the long-term benefits of ethical sportsmanship. - National Collaboration:
AIMS works closely with local sports federations, clubs, and community groups to promote a culture of fairness and integrity.
Challenges and Future Goals
While AIMS has made significant progress, it faces challenges such as the increasing complexity of international betting schemes and the rising prevalence of performance-enhancing drugs. Looking ahead, the authority aims to:
- Expand its investigative capabilities through advanced technology.
- Strengthen partnerships with international integrity bodies.
- Enhance public awareness about sports ethics through digital platforms and grassroots programs.
