Earlier today, Europe’s most popular technocrat, Mario Draghi gave a speech at the EU Charlemagne building in Brussels to mark a year following the publication of his report. The EU is following up on reforms it implemented from the Draghi report including the banking and capital union, and the reoroganisation of the EU’s budget to increase funds for competitiveness and cross-border infrastructural projects.
The ex-Central Banker of the European Central Bank praised the EU for following up on his report and implementing several reforms and even described the Competitive Compass as ambitious, but Draghi highlighted also on the rising dangers ahead and urged faster implementation of bold reforms in the European Union. He warned that Europe’s economic growth model is fading, and also added that Europe has a challenge to generate the public financing required financing to meet ongoing and upcoming challenges.
Draghi criticised European bureaucrats and leaders saying that rule of law is often brought as an excuse to move slowly with reforms, however he said that this excuse is only complacency. Draghi said that in some aspects, Europe is making progress namely with semiconductor factories and even praised ASML for investing in an AI-startup called Mistral. Draghi applauded the EU’s new start-up fund but said that this must be sized to meet the needs of European founders and encouraged strategic and concentrated investment in research projects of excellence. He also warned about legislation holding back innovation and adding costs with the handling of data.
He also warned that Europe’s energy prices are still much higher than those in the US and this will hamper industrial growth. On energy subsidies, Draghi warned that these only help to temporally alleviate the situation but do not address the systematic problems causing high prices. He reiterated that more investment is needed to ensure more efficiency in Europe’s grid, more cross-border projects at EU level and execution and a clean energy system with a nuclear baseload. Draghi also reiterated that the EU should make collective gas purchasing.
Mario Draghi urged European leaders to act faster and bolder to meet the rising expectations of European citizens. He concluded by saying that only unity in action will enable extraordinary actions to address extraordinary times. Mario Draghi is advocating for a more integrated and structurally united European Union to effectively act on the global stage as one state and an effective superpower.
