Police Commissioner Angelo Gafa is wasting his time with a political campaign aimed at promoting him in the press by signing useless agreements with government entities and banks about crime reporting. Anyone who is in the risk-monitoring sector knows how pathetic and ridiculous this campaign is because banks already have very strict regulations on reporting and are in regular communication with the authorities via standardised practices and tools, including with the financial investigator: the FIAU.
Banks are obliged to report criminal activity to the Police including terrorism and financial crime to the Police as already prescribed by law, apart from submitting documentation to the FIAU.
Investigations by the FIAU are then passed on to the Police and all of the FIAU investigations related to politicians have been regularly shelved. A case in point was the case of Minister Roderick Galdesย – however this is just the latest case which resurfaced in the press. The Police Commissioner has enabled the ugly precedent of impunity for corruption by decriminalising the embezzlement of public funds. The Maltese Herald will be presenting its findings of an extensive investigation about this matter in the coming months.
Meanwhile, the Police Commissioner appears to be addressing his guilt and insecurities by playing politics and signing useless agreements. He has no shortage of agreements to sign to assuage his conscience after undermining criminal cases and investigations against Joseph Muscat and his political associates. Not to mention that by signing these documents, the Police Commissioner is effectively adding a new layer of bureaucracy on-top of already standard-set practices by law that are defined by professionals and policymakers – not the Police Commissioner.
