How Delsk in Malta is defrauding the Malta Permanent Residence Programme

Landlords like Anton Refalo and the Polidano Group who are renting out their properties to Delsk’s subsidiaries, namely JWP Malta Ltd, Mediterranean Heart and Destination Europe, are very well aware they are participating in a fraud.

Basically, the system works very simple. A landlord such as Polidano would rent out a property to JWP Malta Ltd for โ‚ฌ400 – โ‚ฌ600 per month knowing in advance that no one would live in the apartment (hence the low price). JWP Malta would then rent out the property to a Chinese individual applying for the Malta Permanent Residence Programme for โ‚ฌ1000 – โ‚ฌ1500.

Here’s the catch, however. The majority of the Chinese applying for the MRRP and renting properties through JWP, don’t actually live in these rented properties and many of them are even living abroad. The only Chinese residents who are actually living the properties they are renting through JWP are the ctiziens who are sending their children to school.

It’s particularly interesting to see a government minister defrauding his own government through a residency scheme. With his consistent criminality Anton Refalo really sets up a high bar in standards apart from serving as a good example to his children and future generations.

  1. Sounds like not only the government or rather the country is being defrauded, also some of the Chinese applicants seem to be regarded as cash cows and are being taken for a ride.

  2. It becomes even worse Hops. The same clients are asked beforehand if they will be living in the apartment or not. So they spend 10k and many are restricted from living in the same apartment they rent. Totally against the law. RMA should ensure that ruthless people like the ones mentioned in this thread are not allowed to operate. The preferred location is Gozo away from the local authorities. Delsk has an office in Gozo too so one can only imagine what is happening. But where is government to allow this to happen?? Where is RMA?? There are agents doing a decent job whilst others are allowed to operate without any rules.
