The Daphne Caruana Galizia Foundation has published a lengthy investigation on ghost rentals in Gozo rented mainly by Chinese nationals who use Malta to buy Maltese residency schemes and passports for the purpose to travel to Europe. The investigation corroborates our own lengthy investigation on Destination Europe, a company of Delsk Group owned by Jing Wang. The investigation by the Daphne Foundation can be read here. Destination Europe (Malta) is managed by Joseph Muscat’s acolytes, and Joseph Muscat himself. Originally, the connection with the Chinese and Joseph Muscat was brokered by George Hyzler.
Basically, Destination Europe is selling the Malta Permanent Residency Scheme to Chinese nationals who use it as a means to travel to travel. Given that the residency scheme involves renting a property in Malta, many Chinese residents are falsely claiming they are renting and living in Malta. Most of them do actually rent a property in Malta, but they don’t live in the rented property, with many of these properties even having (supposedly) multiple residents living in them. Joseph Muscat and his friends even pressured several government officials to enable this fraud.
As part of our investigation, we reported that Agriculture Minister Anton Refalo was renting properties to Chinese nationals who purchased Maltese residencies through Destination Europe. Many of these rentals were reportedly fake, with tenants not actually residing in the properties. Anton Refalo is also using his wife’s name in registering the rental of these properties. We confirmed this information directly from documents and files owned by Destination Europe, some of which we have already published over the course of our investigations. With the newly published investigation by the Daphne Foundation, it can be also be verified that most of these rentals to Chinese residents are actually fake.
We hope the government and the police will conduct their own investigations into this matter and ultimately revoke the residencies and passports granted to Chinese individuals involved in this fraud, as well as prosecute those who facilitated and profited from it.
