Kevin Deguara positions himself to profit over new Bormla-Smart City bypass

Kevin Deguara (far-left in the photo) seems to have successfully positioned himself to profit from the latest monstrosity announced by the Labour government. The Ministry of Transport has announced it will constructing a new road from Cospicua, starting from Bieb is-Sultan, to Smart City. The road goes through agricultural land, and a very interesting individual has successfully positioned himself at both ends of the project.

Kevin Deguara, a previous friend to Joseph Muscat and currently charged in the Vitals case, was involved in the Shoreline real-estate project in Smart City.ย  He resigned as director of the Shoreline companies, owned by Ryan Edward Otto, last year when he was charged in the Vitals case. Kevin Deguara is currently also the President of Zabbar Saint Patrick Football Club, which coincidentally has its ground next Bieb is-Sultan. He has been president of the club as back as 2021.

Saint Patrick’s Club rents a property just right next to Cospicua’s gate which they use as their ground. Interestingly enough, the government leased the club another piece of land on the opposite side of the club’s ground, next to Saint Edward’s College. This site was leased to the club in 2023 for 45 years and the lease was passed by Parliament and signed by SportMalta Chairman Matthew Pisani and the club’s representatives Kevin Deguara and Mike Anthony Sladden. The lease was presented in Parliament by Education Minister Clifton Grima.

Coincidentally, the new bypass passes just right through the piece of land that was leased to Zabbar Saint Patrick FC. The lease to the land was granted at โ‚ฌ6,170 per year, but discounted with a subsidy of 95%, levelling it down to just โ‚ฌ308 per year. The club can not lease the land to third-parties but it can open a bar and a business which it can lease to third-parties as long as the main function of the property remains for sportive reasons.

ลปabbar St. Patrick Football Club secured a very good deal with the government thanks to Kevin Deguara, but he is also putting himself in a position where he is suspected of trading on insider information.
