€18.6 million worth of assets seized in 2023 but only up to €1 million seized in 2024

The Asset Recovery Bureau is an entity that falls under the Ministry of Justice that holds all the assets seized by the Court. It also manages these assets and by permitting the accused of making use of their funds via Court orders.

The ARB seized up to €18.65 million in assets in 2023. In 2024, despite the Vitals case which brought to Court Joseph Muscat and many of those involved in the public hospitals fraud, the Asset Recovery Bureau only seized up to €1 million in assets. This was verified by a Parliamentary Question submitted by Ivan Bartolo to the Minister of Justice Jonathan Attard. You can find the PQ here.

The assets of top profile criminals convicted in Court are not being seized and Joseph Muscat is still able to live a lavish lifestyle and conduct his business despite a supposed Court order freezing most of his assets.

      In our legal discourse they are used interchangeably and in fact the orders are described as “Seizing and Freezing Orders”.
