Alan Muscat (Galletta), currently a subject of our investigations on Malta not Mafia State, joined the rent-seeking business in politics even before the Labour Party entered office in 2013. Alan Muscat’s contacts with the Valletta Local Council go back as far as 2012 when he was awarded a tender of €270,000 for the cleaning of the Valletta Commercial Centre (VLC CCC-2/12) which was up to €200,000 higher than the bid of another bidder. The other bidder contested this decision and there was a tribunal decision in his favour. You read the decision in full here.
The evaluation board was chaired by the then PN mayor Alexiei Dingli and the lawyer representing Alan Muscat was George Hyzler.
This was not the only tender he was awarded. He was awarded another tender by the Valletta Local Council for waste collection up to €600,000 (VLC CMHW 1-12). This decision was also contested. You can find the tribunal’s decision here. He was also awarded a tender for additional cleaning (VLC SSCRA-3/12) for the value of up to €509,000.
Official procurement records confirm that Waste Collection Ltd was awarded several tenders issued by Valletta Local Council in 2012, with a combined estimated value of over €1.3 million. These tenders were also contested and the board did not overturn the decisions although it found them to be unfair to the other bidders: supposedly he was awarded the tenders due to special conditions.
Eventually, his company was found by the Courts to have used a falsified document when applying for local council waste-collection tenders. Note that he uses his father and brother as a front for his companies. He has also changed the name of his company since.
Galletta power I suppose: coming with a free race-track subsidised by public funds.
