Since publishing this article, we could confirm through our sources that the Maltese Consul-General in Shanghai, who facilitated a business meeting between Joseph Muscat and a chemical and pharmaceutical company in China, Lisa Azzopardi, is set to be appointed High Commissioner to India.
The young Maltese diplomat shot through the ranks of the diplomatic service just recently after being appointed Consul-General to Shanghai in 2023. It is unclear what relevant background and experience she has with regard to the region, but Joseph Muscat and Charlon Gouder both have business interests in both China and India.
Joseph Muscat and Charlon Gouder were involved with Delsk in Malta (Destination Europe), selling residence schemes to Chinese nationals. In India, Charlon Gouder was involved in the importation of cheap labour to Malta, and Joseph Muscat has various connections in India, including some of the fraudsters involved in Vitals (Ram Tumuluri and Ashok Rattehall).
