Khalifa Haftar’s Money Man makes use of Malta as part of his operations: The Sentry

An extensive investigative report has been published by The Sentry about, Ahmed Gadalla, also known as Ahmed Alushibe and Ahmed al-Aashibi, who has financed Khalifa Haftar’s military push to Tripoli in 2019. The investigative report also states that Gadalla may have also financed the Russian Wagner Group’s operations in Libya.

Primarily, his financing for the 2019 civil war came from the Abu-Dhabi based Arab Bank for Foreign Investment and Trade (Al-Masraf bank) with a loan of up to โ‚ฌ300 million. The loan was backed by the Libyan Foreign Bank, but the loan was never paid back as the money was syphoned into Ahmed Gadalla’s companies. The Libyan government is now bearing the burnt of this pending loan.

Ahmed Gadalla opened companies in various places including the UK and Dubai, but has also opened a company in Malta in 2024 called International Seaport Holdings Ltd. He bought the shares for this company from Ahmed Ben Halim through LH Severus Limited, who was connected to Jan Marsalek. Marsalek, who is on the run over Wirecard’s implosion, is suspected of having acted as a front to Ahemd Ben Halim and also of serving as a Russian intelligence asset.

Ahmed Gadalla also bought from Ahmed Ben Halim the Libyan Cement Company, and he now effectively owns Eastern Libya’s largest cement company.

Khalifa Haftar is running an illegal and unrecognised government in the east of Libya, supported by Russia and the United Arab Emirates. He effectively rules like a dictator and has appointed his sons in top military positions to succeed him following his death. Khalifa Haftar is also running a shadow economy of oil-trafficking to sustain his operations and his illegal government and is creating a parallel economy to Tripoli, effectively diverting national resources.

Khalifa Haftar uses intermediary like Ahmed Gadalla to move the finances and capital of his regime and this is the first time that details are emerging about the use of Malta by Khalifa Haftar’s associates and his regime to move their money and conduct their operations.
