The Minister for Education, Clifton Grima is trying to moderate and control what teachers and educators say in the media by regulating their access to the press. These directives come at a time when the Ministry of Education has been criticised for its handling of its industrial disputes with its educators.
The Education directorate, namely Director Ritianne Borg Saliba issued a circular to all teachers ordering them to seek prior permission before they seek to the press. Teachers have also been given a list of things they can do and can not and basically, they can’t express their personal opinion and anything they say in public has to be in line with the policy of the Ministry of Education – this is all in the circular.
The circular is unconstitutional and obscene, but by now, Minister Clifton Grima has grown accustomed to acting in the most bullish, deceptive, and arrogant manner possible – just as he did when he instructed the MCAST Principal to tell the Malta Union of Teachers to take their issues to an industrial tribunal.
The Director doesn’t even have the authority to issue such circulars at all. Ritianne Borg Saliba is Director for Education Services: a self-explanatory title, but I’m posting the actual and official description below. Ritianne Borg Saliba is expecting a really good reward for behaving diligently and serving the Minister by writing his own dirty deeds.
