Environmentalists and NGOs condemn the worst planning bill in history

Environmentalists and NGOs have condemned what they describe as the worst planning bill in history, warning that it will cause immense damage to the environment. The Labour government presented two surprise bills without consultation or announcement that provide significant new powers to the Planning Authority to over-rule the Local Plans and disregard environmental concerns in its decisions. The bills, are the Development Planning Bill and the Environment and Planning Review Tribunal Bill.

NGO representatives also stated that the government didn’t even conduct any consultation with them on the bills and instead opted to appease the interests of the construction lobby. The construction lobby is a significant financier of Malta’s both major parties.

Prime Minister Abela used to mislead the public by claiming that the government could not curb current overdevelopment in environmental areas that are not designated as ODZ due to the Local Plans. Now, he wants to override those same plans by giving more power to the Planning Authority. Under the leadership of Johann Buttigieg: the same Planning Authority Chairman who oversaw Joseph Muscat’s construction boom, we are set to see more of the same, with the environment and non-homeowners paying the price for unbridled construction carried out without proper planning.
